The City of Baytown is an entitled jurisdiction for HUD funding. The City creates and adopts a series of plans and reports to determine the needs of the citizens; prioritize those needs; and to allow the input of the citizens.
Release of City of Baytown PY2024-2025 CDBG Request for Proposal
The City of Baytown Community Development Division is now accepting funding proposals for the 2024-2025 Community Development Block Grant (CDBG) program year. Non-profit, for profit, government, or other organizations that provide community improvements, economic opportunities, and/or services to assist local residents within the city limits of Baytown should consider applying. All applications must be received via the CSS by the City of Baytown no later than March 18, 2024 at 11:59 p.m. CST. For your convenience I have attached instructions on how to register for an account on the CSS. All required documentation must be uploaded in the CSS in order to be considered part of your application. Hand delivered or digital copies of applications will not be accepted. For more information on the application process, please refer to the PY2024 RFP Application Instructions (PDF). Late submissions will not be accepted.
Community Development staff will be available to provide direction on the funding application process and answer questions specific to your project or service at a Technical Assistance Workshop on Tuesday, March 5, 2024, during the Community Development Advisory Committee meeting, which commences at 5:30 p.m., in the Council Chamber at Baytown City Hall, 2401 Market Street. An additional workshop will be held virtually on Wednesday, March 13, 2024 at 2:00 p.m. If you plan to apply for funding, it is strongly recommended that you attend.

The Consolidated Annual Performance and Evaluation Report (CAPER) is a comprehensive report that details how CDBG funds were used for the fiscal year ending September 30, 2023. The document was submitted to HUD in December, 2023.
The 2023 Annual Action Plan identifies actions and activities to be taken in the 2023-2024 program year (October 1, 2023 – September 30, 2024), detailing how the City of Baytown will use its Community Development Block Grant (CDBG) funds.
- This Plan is mandated by HUD to determine how the City will use Community Development Block Grant (CDBG) funds for the next five (5) years.
- The Consolidated Plan addresses housing, social services, infrastructure, and community revitalization needs in Baytown.
- It also develops the goals and objectives that the City will fund and/or support in relationship to low to moderate-income persons and areas.
The primary goal is to provide citizens--especially low and moderate income citizens of the community where CDBG-funded activities will take place-- an opportunity to participate in an advisory role in the planning, implementation, and assessment of the programs and projects.
The HUD Consolidated Plan’s certification to affirmatively further fair housing requires entitlement/participating jurisdictions to undertake a Fair Housing Plan (FHP). In order to develop a Fair Housing Plan, the jurisdiction must develop an Analysis of Impediments (AI) to Fair Housing Choice that involves and addresses housing concerns of the entire community.
